To All Who Seek Admission to the Sacred Temples of the Brotherhood:
The Peace of the world is not without price, yet the unsought and best gifts of Life stem from the Mighty Cup of Peace. The continuous burden of men's warfare is a senseless blunting of the instincts of the soul, yet the covenants and guarantees of Freedom, espoused by the law-abiding nations of the world, must be upheld in that sacred preference which defends Freedom against brutality. The contemplative and meditative way has been extolled, whereas the way of the diligent guardians of Freedom has often been misunderstood, while men of Peace whose vibratory actions emanate from contact with the Godhead are also often misunderstood as men lacking in courage.
Courage has been rightly defined as the maturing of the heart (coeur-age). Let it be known, then, that when the men and women of every land shall recognize the deficiencies in their manner and way of life and shall seek to find the Holy Way of Peace through the Golden Ray of Cosmic Enlightenment which is the Wisdom of the Golden Age, they will fulfill the ancient prophecies and complete the outpicturing of the ancient covenants.
The brief span of Man's mortal existence does not permit him to accumulate enough experiences whereby his judgment is matured; and thus, in the main, the masses of the Earth, surrounded by the products of Divine Creation and Intelligence, as well as the marvelous externalizations of the more enlightened among mankind, seldom properly evaluate the Gift of Life. And so, as one peering from within a dimly lit garret, they welcome the rays of the Sun but do not absorb them enough through the minute apertures of their Beings to enable them to be a part of the universal Cathedral of Life.
Condemnation of such ones does not serve to bring about their Freedom. Yet We cannot avoid calling to mankind's attention the facts involved in the evolution of the planet in order that a maturing of the heart may occur in those who plead for admission to the sacred Temples of The Brotherhood in the interest of becoming candidate, avatar, or hierophant. The unfortunate problem existing in the initiatory process is that the average candidate seems to desire the office of hierophant without even beginning to understand its meaning or that which it entails.
To enfold the meaning of advancing responsibilities which attend progressive initiation, We advocate a peaceful pursuit of Cosmic Knowledge, a gentle understanding of the many diverse states of Man's Consciousness, an avoidance of condemnation, and a reinforcing of the protective power of Faith to all in this day and age who would extricate themselves from the folly of the senses and be a part of "the Temple Beautiful." Yet, in this beautiful City of Light, Shamballa, where We have remained for so long, flooded with the Celestial Light of those passionate Angels of Peace who long to impart the very substance thereof to mankind, WE REMAIN IN THE DIVINE SIMILITUDE, UNMOVED BY THE FUROR OF THE OUTER SENSES AND THEIR ACTIVITY OF CHAOS AND STRUGGLE.
From this holy spot we radiate forth to the world the vibratory action that gives to men within their own hearts a sense of peace, even when surrounded by men's humanly created chaos. We say to all nations and kingdoms and peoples, and to every individual seeker: be not moved by the restless tides and passions of the times, for the passions and compassions of heaven that surround you are more powerful than all of the might of the world put together; and the way of the spirit is yet the higher banner which waves from shamballa. long may it wave! And may freedom's banner waving with it assist in keeping freedom for all below, as above.
